There are literally millions of Blogger and Blogspot blogs on the web and for Blogger support to be able to effectively communicate to all it’s users, it needs a central location. Enter the Blogger Status page. This page serves as a central spot to keep Blogger users informed about Blogger’s upgrades, outages and other related issues. They will list any current outages and the details associated to them as well as an eta (sometimes).
Now this page is not going to list specific blogs that are having problems. For example, if your blog is currently not working (just yours) it’s not going to be listed on this page. Think of this page as a system-wide status where hundreds or thousands of Blogger blogs might be affected. This is a good place to start if you’re blog is currently not working. If no incident has been reported, then it’s most likely an issue with just your blog. I would then check with Blogger’s Known Issues page.

‘Is Your Site Down’ – doesn’t seem much use for this issue. It shows my blog as ‘up’, even though it isn’t available.
